The Chinese Government’s coast guard vessels invaded in the Japanese territorial sea off Fukuoka Prefecture. The vessels were present in the two sea areas off Fukuoka Prefecture for several hours. The Japanese Government did not lodge a protest against the Chinese Government but expressed its concern diplomatically. The Japanese Government seems to have considered that even a warship is allowed to sail in the territorial sea if it is proved to be sailing without harm. However, for what purpose did the Chinese Government vessels invade in the Japanese territorial sea?
Such invasion as mentioned in the above has never happened in the past. It is said that since Japan has been under the state of emergency to cope with a heavy rain disaster in Kyushu¸ the Chinese Government must have aimed at the unguarded sea areas. In consideration of the continuation of the dispute on the Senkaku Islands and the Chinese Government’s invasion in the Japanese territorial sea for seeking marine resources, this invasion is the Chinese Government’s intentional action and it cannot be said that it has no harm. It is the Chinese Government’ conventional practice that at first, it invades in a foreign country’s land or sea pretending to be by chance, and watches the country’s reaction, then, escalates the frequency of invasion, and at last, aims at the substantial governing and political action. It is not such a case as saying, “The Chinese Government’s intention is unknown.”
While we are now facing such issues as how to cope with the disaster and the decrease in people’s support for the Cabinet, whatever the domestic politics is, in such situation, the cruelty of international politics reveals itself strikingly. Therefore, at this moment, the Japanese Government should strongly protest against the Chinese Government summoning the Chinese Ambassador to the Japanese Government.
